| hi guys i want to learn how to build a web page or site and i am a newby at it can some one give me some info ofr where i can get some info,or were to start i have no idea |

well, if you want to start from scratch, you should first look for a suitable web designing program like frontpage or dreamweaver. you start learning how to work with the web designing program using online tutorials and such. after you have made your website and everything you need to upload it to an ftp address. you get an ftp address when you buy a domain name which is "www.???.com". you can buy your address from different websites, godaddy is pretty popular.
Now that you have a website name, you start uploading your content that you have made using frontpage (for example) to the ftp address that godaddy (for example) gave you.

it's pretty simple really, but it can be discouraging for first timers. creating the website is really just the first step, you still have to make it popular and get it a proper fan base, thats the hard part... you should try advertising for your website or asking other websites to perform a link exchange with you, where you place their link on your website, and they place yours on their website, which would help generate a bit more traffic for your new website and make it more popular
of course, another important factor is SEO (search engine optimization) as you'll realize, more than 50% of traffic comes from searches, and you need to be able to show up on google or bing whenever some searches for something that your website covers... you'll find dozens of tips on how to optimize your website for the search engines, i'll talk about that with you after you've finished making your website if you want
